There might be various reasons for that, but total commitment from all interested and affected parties (government, mine owner, communities, consultants and contractors) never exist with respect to total closure where the financial implications, environmental risks and social expectations was incorporated into one single plan. The proposed closure plan for the Stilfontein Gold Mine were developed and evaluated by the said interested and affected parties in detail over a period of years, before the concept closure plan was accepted and put into practice.
